The World Archipelago Dubai: What Australian Buyers Should Know in 2026

Quick Answer

  • The World is about 300 man-made islands, about 4 km off Dubai.

  • Dubai law lists The World Islands as a freehold area for foreigners.

  • Most islands are still empty, and one resort closed in April 2026.

  • A villa there sold for AED 220 million in March 2026.

  • You can only reach the islands by boat.

Dredgers pulled about 320 million cubic metres of sand from the Gulf floor to draw a map of the planet in the sea. More than 20 years later, the world's archipelago Dubai buyers ask about is still mostly empty, yet it now draws some of Dubai's biggest home deals.

For Australians, the questions are simple. Can you visit? Can you own an island home? What does it cost in dollars, and how do the ATO and your super fund see it? This guide answers each one with official sources, not sales talk.

We cover the history, what stands there today, the ownership law, fees in AUD, tax rules and the key risks.

The World Archipelago Dubai Explained

The World is a group of about 300 artificial islands off the Jumeirah coast. The master developer Nakheel created it, and Dutch marine firms Van Oord and Boskalis did the dredging. The whole site covers about 9 km by 6 km, and NASA reports about 37 million tonnes of rock in its protective breakwater.

The Map Shape

From the air, the islands form continents and countries, with open water as the oceans. If you look up Dubai on the world map, you will see clusters named after places such as Europe, South America, and Hawaii. Private owners bought whole islands from Nakheel, and each owner builds its own hotels, homes and services.

Island Names

Well-known names include Lebanon Island, which opened the first beach club in 2012, and the six Heart of Europe islands, which include Germany, Sweden and Switzerland. There is even an island called Australia. Kuwait's Investment Dar reportedly bought it for a resort plan called OQYANA, but its status today is unknown.

Other Names

Some people type the globe islands dubai, while news sites often write the world islands dubai. Do not confuse it with Dubai Islands, a separate Nakheel project off Deira. Older master plans showed 200 or 260 islands, which is why counts online differ.

What Happened to the Islands

Nakheel finished the breakwater in January 2008, just before the global financial crisis hit Dubai. A NASA image from January 2010 shows little to no building, and The National reported in 2013 that work stalled for about five years.

The lesson is clear: progress comes in bursts, so judge each island on what stands today, not on promises.

Missing Utilities

The crash exposed a deeper problem. Nakheel delivered the land, but not the power, water or sewerage links. As Heart of Europe developer Josef Kleindienst told AGBI: "Nakheel never contracted to take care of electricity, water and sewage."Beach hotel and villas on the Heart of Europe islands at The World in Dubai

Promise Versus Reality

In 2023, Kleindienst told The National that the whole project would finish by 2026. By May 2025, Gulf News reported a new target of the end of 2027. In November 2025, an AGBI report counted 15 of 20 planned hotels still under construction. Kleindienst said: "We knew it would take time, and it would not be easy."

What Exists There Today

The islands are no longer bare sand, but they are far from finished. Hotels run on a few islands, some villas trade, and big brands keep signing new plans. Here is where things stand on the world archipelago Dubai in October 2026.

Visiting the Islands

Yes, you can visit, but only by boat. Heart of Europe guests take a launch from the Al Wasl maritime terminal, about 20 minutes away. Gulf News reported in 2025 that transfers come with room rates. A hotel stay is the easiest way to see the islands before you buy.

The Anantara Closure

Anantara opened the archipelago's first luxury resort in late 2021. Its operator, Minor Hotels, told Khaleej Times that the resort ceased operations on 10 April 2026, citing "a combination of external factors". Many travel sites still list it as open, so check dates on anything you read.

Villa Sales

On 12 March 2026, Gulf News reported an AED 220 million villa sale on Amali Island, using Dubai Land Department data from the Dubai REST app. That is about AUD 86 million, or about AED 3,787 per sq ft of the 58,081 sq ft plot. You can check other registered sales yourself in the free Dubai REST app.

Coming Next

AVENEW and Marriott gave no prices, unit count or completion date for the Ritz-Carlton Residences. IHG once scheduled an InterContinental resort in Heart of Europe for early 2026, but no source confirms an opening yet. Island Ownership Rules for Australians

Dubai lets foreigners own freehold property only in areas that the government lists. The good news for island buyers is that The World sits on that list.

The Legal List

Article 3 of Regulation No. 3 of 2006 names "The World Islands Plot No. (001)" as an area where non-UAE nationals may own. The same article lists Palm Jumeirah and Dubai Marina. In plain words, Dubai World Islands land gives you the same freehold title as better-known areas. If you plan to buy through an Australian trust or company, ask a UAE lawyer first, because Dubai limits which foreign entities can hold title.Beachfront villa with a private pool on a freehold island at The World in Dubai

Fees in Dollars

The Dubai Land Department charges a transfer fee of 4% of the sale price under Resolution No. 30 of 2013. The rule splits it equally between buyer and seller unless the contract says otherwise. The table uses a sample price and the Reserve Bank of Australia rate of 13 October 2026 (1 AUD = USD 0.6961). The dirham stays fixed at 3.6725 to the US dollar.

Treat these as a starting point, because trustee office, registration and agency fees come on top. Always ask the developer for a full fee sheet in writing.

Residency Angle

The Dubai Land Department lists a 10-year renewable Golden Visa for property bought at AED 2 million or more, which is about AUD 782,000 today. The federal u.ae portal still shows a different term, so confirm the current rules before you buy. If you plan to spend time in Dubai, read our guide on how to move to Dubai first.

What the ATO Expects

Owning an island villa does not take you outside the Australian tax system. If you are an Australian resident for tax purposes, the ATO sees a home on the world archipelago Dubai as part of your worldwide affairs.

Rent and Gains

The ATO says you must declare rental income "including from overseas properties" at Other foreign income. The UAE charges no personal income tax on rent, so you have no foreign tax to offset. Australia also has no tax treaty with the UAE. When you sell, residents who held the property for at least 12 months can usually claim the 50% CGT discount.

SMSF Limits

Your SMSF must invest for the sole purpose of paying retirement benefits. The ATO's SMSF rules name "holidaying in your SMSF investment property" as a breach. That makes a holiday-style island villa a poor fit for super.

Your Tax Checklist

Keep these points in front of your accountant before you sign anything:

  • Declare the rent: Report all rent in AUD on your Australian return each year.

  • Record your rates: The ATO has no dirham rate, so keep the rate you used and its source.

  • Answer the assets question: Tell the ATO if your overseas assets total AUD 50,000 or more.

  • Plan for CGT: Expect Australian tax on any gain, including gains from currency moves.

  • Get advice first: A tax adviser and an SMSF specialist should review the structure before you pay.

Risks to Check First

Island living on the world archipelago Dubai carries costs and risks that mainland buyers never face. Here are the issues I would put on every buyer's checklist.Private boat carrying buyers from the Dubai coast to The World islands

Living Offshore

Life on a private island depends on boats, fuel and good planning. AGBI's November 2025 report shows how daily operations work:

  • Boat-only access: No bridge links the islands to Dubai, so every guest, builder and delivery crosses by sea.

  • Island-made power: Heart of Europe runs mainly on diesel generators, with some floating solar panels.

  • Higher build costs: Kleindienst estimates island construction costs about 30% more than onshore, which can feed into service charges.

  • Operator risk: The Anantara closure shows that a running resort can still stop.

  • Smaller resale pool: Fewer buyers shop at this price level, so selling may take longer than in busy mainland areas.

Deal Safety

Dubai law treats an off-plan sale that is missing from the DLD's interim register as void. Ask for proof of registration, the escrow account details and the build schedule. Pay deposits only into the project's escrow account, never to a personal account.

Inspection Trips

Smartraveller's UAE advice currently tells Australians to "reconsider your need to travel" because of the regional security situation. Check the live advice and your travel insurance before you fly over to inspect any island.

Who These Islands Suit

The world archipelago Dubai is a lifestyle purchase first and a yield play second. Official price data for World Islands Dubai homes is thin, because so few units trade each year. It suits patient cash buyers who value privacy and resort living, and who can wait out delays. UAE Central Bank rules cap off-plan home loans at 50% of value, so cash helps.

Mainland Alternatives

If you want waterfront living with roads and a deeper resale market, look at our sister site's guide to Palm Jumeirah property. Families who want a large villa on land often prefer Emirates Hills. For a sky-high view instead of a beach, compare penthouse prices.

Our guide to the best areas can help you weigh the islands against proven districts such as Dubai Marina and Downtown. The world archipelago can be a rare trophy, but only when it fits your plan.

Start With a Clear Plan

The world archipelago Dubai offers rare freehold island land and big-ticket sales, but it also brings boat-only access, island-made utilities and a history of delays. Our Sydney-based team brings Dubai's top developers to Australian buyers and guides you through direct, trust, and SMSF purchases with the official rules in view.
